Tatmik Consulting and Construction is an Alaska Native owned company specializing in sanitation construction, infrastructure consulting, logistics coordination, and renewable energy project support for rural and remote communities. Founded by Max Goggin-Kehm and Joseph Warren, Tatmik was created to address the unique infrastructure challenges faced across Alaska’s remote regions.


Rural infrastructure

Tatmik has delivered infrastructure projects across more than 50 rural and remote Alaska communities since 2007. We understand the logistical, environmental, and cultural realities of working in Arctic and sub-Arctic regions — and we build accordingly. Our rural infrastructure capabilities span the full range of community needs, from water and sanitation systems to energy, civil construction, and foundations designed for permafrost and extreme conditions.

  • Tatmik provides renewable energy services for rural Alaskan communities, with capabilities spanning solar installation, waste heat recovery design and construction, wind-diesel system support, and energy efficiency improvements for community infrastructure and facilities. Our work is designed specifically for Arctic and sub-Arctic conditions and the unique challenges of remote, islanded grid environments where energy reliability is essential and the cost of conventional fuel is a persistent burden on community budgets.

    Tatmik understands that transitioning to renewable energy in rural Alaska requires more than technical installation — it requires careful planning, community engagement, and a thorough understanding of the funding landscape. We assist tribal governments, Native corporations, and community organizations in identifying and pursuing funding opportunities through federal and state programs, including those administered by the Denali Commission, the Alaska Energy Authority, USDA Rural Development, and other agencies with dedicated rural energy funding streams. From initial feasibility assessment and energy audits through design, procurement, installation, and commissioning, Tatmik supports communities at every stage of the process — helping them reduce fuel costs, improve energy resilience, and build a more sustainable energy future for generations to come.

  • Tatmik provides comprehensive water and sewer system services across rural Alaska, with experience spanning design, construction, implementation and operational support. Our team has working knowledge of the full range of sanitation system types utilized in remote Alaskan communities, including vacuum sewer, gravity, PASS, mini-PASS and honey bucket collection systems. This breadth of experience allows Tatmik to evaluate and implement the most appropriate solution for each community's specific geographic, environmental, and logistical conditions. Tatmik also brings hands-on experience with standard details for arctic boxes and flex connections, critical components in ensuring system reliability and freeze protection in Arctic and sub-Arctic environments. From initial design through final commissioning, Tatmik manages all phases of project delivery, coordinating the unique logistical demands of remote site access to ensure construction is completed on schedule and to the performance standards that rural Alaskan communities depend on.

  • Tatmik provides civil construction services across rural Alaska, with experience operating in remote, off-road communities accessible only by air or barge. Our capabilities include site preparation, earthwork and grading, road construction and rehabilitation, residential water and sewer service connections, utility infrastructure installation, and stormwater and drainage systems. We are experienced in the logistical demands of bush construction — coordinating material staging, working within compressed seasonal windows, and meeting the standards required for lasting performance in Arctic and sub-Arctic conditions.

  • Tatmik provides pile driving services across rural AlaskaOur capabilities include driven pile installation, helical pile installation, and ground screw anchoring systems for a range of applications including residential structures, elevated boardwalks, and tank farms. Tatmik works from client-provided engineered drawings as well as offering in-house design capability, providing flexibility to support projects at any stage of development. We understand the critical importance of proper foundation solutions in Arctic and sub-Arctic environments, where ground instability and freeze-thaw cycles demand precision and experienced installation. Tatmik coordinates all logistical requirements for remote site access, ensuring materials and equipment arrive on schedule to meet compressed construction seasons.

Our preventative maintenance planning services are designed to extend system life, improve reliability, and reduce emergency repair costs — critical considerations for communities operating with limited local resources and restricted access to outside technical support.

    Tatmik works directly with community operators and tribal administrators to schedule, plan, and implement maintenance programs that are realistic, sustainable, and tailored to the specific systems and capacity of each community. Rather than delivering a plan and stepping away, we assist in putting that plan into action — ensuring that inspection routines are established, maintenance tasks are understood and executable by local staff, and that communities have the documentation and scheduling tools needed to manage their infrastructure proactively. Meet the Leadership Team.

Maxwell Goggin-Kehm, P.E.

Max moved to Alaska from the Midwest in 2009 and has proudly called Alaska home ever since. He earned a B.S. in Civil Engineering from the University of Wisconsin–Madison in 2005 and received his Professional Engineering license in Alaska in 2015.

  • Max brings extensive design, construction, commissioning, and troubleshooting experience across a wide range of infrastructure systems, including Arctic water and sanitation systems, waste heat recovery systems, solar installations, and other renewable energy technologies. His work is driven by a commitment to practical sustainability—strengthening local capacity while maximizing the effectiveness of local, regional, and national resources.

    From 2009–2019, Max worked with the Alaska Native Tribal Health Consortium (ANTHC) in both the design and operations departments. In the design department, he developed deep expertise in rural water and sanitation infrastructure, including water treatment systems, raw water intakes, distribution piping, lagoons, and associated civil works. He also designed, installed, and integrated rooftop solar arrays on water treatment plants serving Alaska Rural Utility Collaborative (ARUC) communities.

    In 2020, Max founded MK Consulting, an engineering consulting and general contracting firm focused on the design, construction, and long-term operation of sustainable water and wastewater systems, as well as renewable energy infrastructure. The company integrates practical field experience with sound engineering principles to deliver resilient, cost-effective solutions tailored to Alaska’s rural and Arctic environments. Beginning in 2021, MK Consulting began working closely with the Community Utility Assistance Program in the Norton Sound region to develop and implement sustainable sanitation solutions and renewable energy projects. These efforts are aimed at reducing long-term operational costs, improving system reliability, and strengthening local operational capacity.

    In 2025, Max joined the Tatmik team to further advance the shared goal of developing resilient, sustainable infrastructure solutions for rural Alaska communities.

Joseph Warren

Joseph a proud Iñupiaq from Kotzebue, Since beginning his career in remote construction and operations in 2007, Joseph has worked extensively throughout rural Alaska, developing practical solutions for water, wastewater, and community infrastructure systems. His experience spans sanitation system construction, remote project logistics, operations support, and consulting for both tribal organizations and public entities.

  • Joseph has hands-on experience in sewer lagoon construction, water plant construction and rehabilitation, and the installation of modular facilities of varying sizes and purposes, including critical sanitation and community infrastructure. His field experience also includes remote drilling operations, pile driving and helical foundation applications, shoreline remediation and armoring, road construction, material pit development, and landfill construction.

    Working in some of Alaska’s most logistically complex environments, Joseph specializes in delivering efficient, durable solutions that address the realities of remote construction. His work is grounded in efficiency, cultural respect, and a strong commitment to strengthening tribal sovereignty while improving long-term infrastructure resilience for rural communities.
